新頭殼newtalk 2015.05.08 林序家/綜合報導英國國會大選7日登場，多項民調顯示，無一政黨能在國會贏得過半席次，選後不但可能出現弱勢政府，英國也恐朝向脫離歐盟的方向靠攏，蘇格蘭尋求獨立的可能性也提高。歐盟則期待英國能留下共創雙贏。

英國大選於當地時間早上7時（台北時間下午2時）開始投票，預計晚上10時結束。出口民調預期在投票完成後隨即公布，大部分結果明早就能揭曉，但國會席次分布可能要等下午才會進一步明朗。

由於執政的保守黨與來勢洶洶的工黨在不同的民調各有領先，選情陷入膠著、難測。參選政黨政見中除了經濟與醫療等國內問題，未來英國與歐盟的關係是外交政策中最受矚目的問題，學者認為，不論誰執政，英歐關係都將出現不確定性。

早在2013年，身兼保守黨黨魁的首相卡麥隆（David Cameron）就明白表示，一旦保守黨在2015年大選獲勝，將在2017年底前舉行歐盟公投，並在公投前爭取與歐盟協商，顯見公投己成為卡麥隆的選戰主軸。

和卡麥隆關係不睦的歐盟執委會主席榮科（Jean-Claude Juncker）對英國打算脫歐，擺出絕不妥協的態度。日前他在比利時發表演說強調，英國不能將自己的目標強行加在歐盟其他成員身上。在在都顯示，就算英國決定退出歐盟，歐盟也不會予以理會。

美國總統歐巴馬也罕見的公開表示，希望英國不要脫離歐盟；今年2月初德國總理梅克爾、法國總統歐蘭德和俄羅斯總統普亭就烏克蘭戰爭進行討論時，卡麥隆未獲邀與會，即是英國開始邊緣化的證明。

相對之下，工黨黨魁米勒班主張英國續留歐盟，以免削弱英國在歐盟及美國的影響力。但學者指出，即使米勒班能拿下政權，英歐關係在2020年的大選同樣要面對是否脫離歐盟的問題。

大選過後，不論誰是首相府的主人，英國與歐盟的關係充滿著不確定性。
